    PBEd, iginiit na ‘unfair’ sabihing nabigo ang K to 12 program

    Sa gitna ng patuloy na pagsusuri sa basic education program ng bansa, itinuring ng isang advocacy group na “unfair” na tawaging bigo ang K to 12 program.

    “I think that we must really first look at and completely really do a comprehensive assessment of the system first,” saad ni Philippine Business for Education (PBEd) Executive Director Justine Raagas sa isang panayam sa gitna ng Annual Membership Meeting ng organisasyon nitong Lunes, Mayo 29.

    Sa isang event na ginanap sa Shangrila The Fort sa Taguig City, iniharap din ng PBEd ang State of the Education Report nito na naglalarawan sa mga hamon na kinakaharap ng sistema ng edukasyon sa bansa.

    Ipinunto ni Raagas na “madaling sabihin” na ang K to 12 ay “bigo” o ang sistema ay nabigo dahil sa hindi magandang resulta ng international assessments..

    “But we have to think about the fact that K to 12 and the first entrants to the system only joined in 2012,” paliwanag niya. Nagtapos lamang umano ang mga graduate ng kumpletong K to 12 system noong 2022.

    “It’s really unfair to say that it has failed when in fact, when in fact, those who have entered the workforce or those who have graduated were graduates of an older system,” ani Raagas.

    Sa kabila ng mga naiulat na hamon sa pagpapatupad ng K to 12, binigyang-diin ni Raagas ang kahalagahan ng pagtukoy ng “pagkabigo” hinggil sa programa.

    “Does it mean then that it’s the employability side, does it mean it’s the learning poverty or they are not able to read or to write?” ani Raagas. “These things are issues that can be addressed in implementation.”

    Nagbabala rin si Raagas na “napaka-radikal” na ganap na baguhin na lamang ang buong sistema dahil may mga bahaging hindi nagiging epektibo.

    “We can actually do some implementation and pivots within the system,” aniya.

    Para sa PBEd, may “value” ang pagtatanong kung ano rin ang ginagawa ng ibang bansa sa K to 12. 

    “When we moved to a K to 12 system, we were one of the last three countries in the world which were doing K to 10,” paliwanag ni Raagas. “[Even these two other countries] have also followed suit, really conforming to international standards.”

    Nagbabala si Raagas na kung ang Pilipinas ay babalik sa K to 10 at uurong sa K to 12, “ito ay talagang uri ng “backtracking o backsliding.”

    Matatandaang kamakailan lamang ay inulit ng isang grupo ng mga guro na ibasura na ang K to 12 program dahil hindi naman umano ito tumutugon sa krisis sa pag-aaral ng bansa.
