Nilagdaan na ni Pangulong Ferdinand “Bongbong” Marcos Jr. ang Republic Act 11953, Biyernes, bagay na magpapagaan sa buhay ng mga agrarian reform beneficiaries na nagkautang dulot ng Comprehensive Agrarian Reform Program (CARP) na hindi libre.
Ang batas ay kikilalanin bilang New Agrarian Emancipation Act (NAEA), bagay na tinawag ng presidente ngayong Biyernes bilang katarungan para sa mga magbubukid.
“The law condones all unpaid amortizations, including interests and surcharges, for awarded lands,” banggit ni Bongbong.
“The government will also assume the obligation of our Agrarian Reform Beneficiaries for the payment of just compensation to landowners under the Voluntary Land Transfer or Direct Payment schemes, for the benefit of 10,201 ARBs with total payables of P206.5 million.”
Aabot sa 610,054 agrarian reform beneficiaries (ARBs) ang makikinabang sa bagong batas. Sinasabing papalo sa P57.56 bilyon ang pinagsama-samang unpaid amortizations mula sa principal debt ng mga nabanggit na siyang nagpapayabong sa 1.17 milyong ektaryang lupain sa bansa.
Una nang sinabi ni Rep. Joey Sarte Salceda (Albay) na lalagdaan ni Bongbong ang batas bago ang ikalawa niyang State of the Nation Address.
“Free land distribution must go hand-in-hand with broadening the provision of credit facilities and support services in the form of farm inputs equipment and facilities to our farmers as well as the construction of more farm-to-market roads,” dagdag pa ng pangulo habang idinidiing mas kikita rito ang mga magsasaka at magbubunga ng sustainable farming.
