    Marcos Jr. sinertipikahang ‘urgent’ ang mas matinding parusa vs agri economic sabotage

    Sinertipikahang “urgent” ni Pangulong Ferdinand Marcos Jr. ang pagpapasa ng panukalang nagbibibigay pakahulugan sa krimen ng agricultural economic sabotage — bagay na bubuo rin sa anti-agricultural economic sabotage council.

    Miyerkules nang papaspasan ni Bongbong ang Senate Bill 2432 sa pamamagitan ng liham na ipinadala kay Senate President Juan Miguel Zubiri.

    “The bill repeals Republic Act No. 10845, or the Anti-Agricultural Smuggling Act of 2016, and seeks to promote the productivity of the agriculture sector and to protect farmers and fisherfolk from unscrupulous traders and importers and ensure reasonable and affordable prices of agricultural and fishery products for consumers,” ayon sa pahayag na inilabas sa President Communications Office, Huwebes.

    “The bill also imposes severe sanctions on the nefarious acts of smuggling, hoarding, profiteering, and cartel of agricultural and fishery products, including a penalty of life imprisonment and a fine thrice the value of the agricultural and fishery products subject of the crime as economic sabotage.”

    Kung maisasabatas, haharap sa mga sumusunod na parusa ang mga opisyales ng gobyernong mapatutunayang sangkot sa naturang krimen:

    • habambuhay na disqualification sa public office
    • habambuhay na disqualification sa pagboto
    • habambuhay na disqualification sa paglahok sa anumang pampublikong eleksyon
    • pagbawi ng monetary at financial benefits mula sa trabaho

    Kung “juridical person” sang may sala, ilalapat ang criminal liability sa lahat ng opisyales na lumahok sa sa paggdedesisyon hanggang sa dumulo sa krimen.

    Kabilang sa mga parusa ang “perpetual absolute disqualification to engage in any business involving importation, transportation, storage and warehousing, and domestic trade of agricultural and fishery products.”

    “Government authorities also has the right to confiscate the agricultural and fishery products which are subject of the prohibited acts and the properties used in the commission of the crime of agricultural economic sabotage such as, but not limited to, vehicles, vessels, aircrafts, storage areas, warehouses, boxes, cases, trunks, and other containers of whatever character used as receptacle of agricultural and fishery products,” dagdag pa ng PCO.

    Ang panukala ay kasama sa pinalawig na Common Legislative Agenda na pinagpulungan noong ikatlong  Legislative-Executive Development Advisory Council (LEDAC) meeting.

    Nakabinbin pa rin sa interpellations sa Senado ang SB 2532, habang pinipinal na naman ng Technical Working Group ang bersyon nito sa Kamara.

    Sinertipikahan ni Bongbong ang naturang panukala habang nagtataasan ang presyo ng bilihin, lalo na ang bigas at siling labuyo, sa mga pampublikong pamilihan.

    Matatandaang sumipa sa 5.3% ang inflation rate nitong Agosto matapos ang anim na buwang sunud-sunod na pagbagal nito buhat ng mabilis na pagtaas ng presyo ng pagkain. — dahil sa pagkain.

    Ang lahat ng ito ay nangyayari habang si Marcos Jr. ang tumatayongt kalihim ng Department of Agriculture.
