    Opisyal sa DMW, inaming may kabagalan ang recruitment process nila sa kagawaran

    Isang taon matapos maitatag ang Department of Migrant Workers (DMW), lumitaw sa pagdinig ng Senado na mahigit kalahati pa ng posisyon sa kagawaran ang hindi napupunan.

    “I know first year pa lang ng DMW. Tinitingnan ko po yung unfilled positions, medyo malaki pa rin kasi 60.9% of your manpower–this is more than half of your manpower remains unfilled for 2023,” puna ni Senate Majority Leader Joel Villanueva nang talakayin sa Senate Finance Committee ang panukalang P15.542 billion budget ng DMW para sa 2024.

    Batay sa datos na nakuha ni Villanueva, mayroong 1,279 unfilled positions sa tinatayang 1,785 authorized positions para sa 2024 sa Office of the Secretary.

    Samantala, mayroon namang 89 unfilled positions para tinatayang 490 authorized positions sa Overseas Workers Welfare Administration (OWWA).

    Noong 2023, sinabi ni Villanueva na mayroong 1,279 unfilled positions mula sa 1,739 authorized positions sa Office of the Secretary, at 89 unfilled positions sa 490 authorized positions sa OWWA.

    Inamin naman ni Migrant Workers Undersecretary Maria Anthonette Velasco-Allones na may kabagalan ang recruitment process sa DMW.

    Mayroon din umanong mga bagong natanggap pero hindi na naaprubahan ni DMW Sec. Susan Ople dahil sa bigla niyang pagpanaw noong nakaraang Hulyo.

    “Actually sir, marami na kaming natapos katunayan po na-submit naming kay Secretary Toots ‘yung mga appointments hindi lang po niya napirmahan nu’ng July. Dahil OIC (officer-in-charge) po si Usec. Hans [Cacdac], nire-request din po sana namin ang Malacañang na magbigay po ng specific power to sign appointments dahil kahit po ‘yung movements ng aming mga attaché ay naapektuhan sa ngayon,” paliwanag ni Velasco-Allones.

    Idinagdag niya na nais nilang makompleto ang recruitment process sa Nobyembre. Mayroon umano silang natanggap na 16,000 applications nang ianunsyo nila ang recruitment vacancies noong Marso.

    Gayunman, sinabi ng opisyal na ginagawa nilang patas ang lahat sa mga aplikante at kailangang sundin ang itinatakda sa patakaran ng Civil Service Commission.

    “But the good news, sir, is that it’s moving. We are targeting to complete, barring any disapproval from Comelec of the ban on appointments, which will begin by Thursday this week. We hope to complete the processes, deliberations by end of November,” ayon sa opisyal.

    Pinayuhan naman ni Villanueva ang DMW na gawin na ang kahilingan sa Palasyo para sa special power sa pamamagitan ng sulat na puwedeng talakayin ng Senado kay Executive Secretary Lucas Bersamin sa susunod na linggo.

    “Address po natin agad ‘yan, give us a draft. We’ll help you bring it to the Palace, and we will have a chance to speak with the Executive Secretary in a couple of days. Then we can raise it para magtuloy-tuloy na po para hindi mabinbin,” anang senador.
